Facilities Project Manager
Job Description/Contract Position
Position Overview:

Our Facilities Project Manager oversees and manages all 7 of Attain Housing properties through maintenance and repair and procurement of materials and supplies, and with overall direction from the Executive Director. Acts as project manager of tenant improvements and general construction; manages contract compliance of all services related to building maintenance, oversees third-party vendors and performs hands- on work at the properties when needed.
Key Job Responsibilities:
- Property Maintenance
- Responsible for all day-to-day facility related operations including scheduled maintenance, repairs, upgrades, work requests, and emergency Oversees multiple third-party vendors and subcontractors
- Monitors the maintenance email account, corresponds with tenants to assess issues and coordinates timing and access to the unit to ensure rapid responses to client’s need’s
- Responds to emergency calls to the Google Voice Mail number even after normal work hours
- Maintains records of all tenant requests, communication and resolution of requests
- Will assess maintenance issues to determine if it can be handled easily internally or there is the need for a third-party vendor (electrician, plumber, etc)
- Turnover Management
- Assesses apartment maintenance and upgrade needs as families move out and preparation is made for new families to move Approximately half of our tenants move out in a given year
- Provides the Program Services Manager with estimates of tenant-caused damage that will be charged against the tenant’s damage deposit
- Coordinates materials purchases and third-party vendors to endure rapid turnover of the Attain’s goal is an average turnover time of 2-3 weeks
3. Preventative Maintenance

- Prepares and oversees all preventative maintenance scheduling and work and sees through to timely completion
- Monitors and inspects buildings and premises for fire, security, and safety Schedules all fire safety related testing with contracted vendors
- Ensures that the grounds of all Attain properties are well-maintained either through 3rd party vendors or volunteers
4. Capital Improvements

- Performs an annual capital needs assessment of all properties and working with the Executive Director and the Housing Committee of the Board, prioritizes improvements
- Uses strong project management skills to schedule and oversee larger agency projects including Capital Ensures all needed supplies are available and accessible to complete tasks expediently, efficiently and within the allotted budget
- Collaborates with the Director of Development to identify and prepare documents for capital funding grant opportunities
5. Other

- Researches, analyzes, negotiates and reviews bids for project proposals and procurement of Selects and oversees a team of outside vendors when needed for projects; monitors and reviews work performance for quality, accuracy and completeness
- Works closely with Staff to identify and accommodate volunteer projects at the Properties and be available to support these This may entail directing groups of volunteers as they work on a project
- Maintains records of all work performed and Maintain records of all capital equipment which reflects purchase dates, costs, service dates & costs, descriptions and inspection reports
- Maintains an updated list of all vendors, suppliers and develop good professional relationships with preferred vendors
- Maintain an inventory of all Attain equipment, materials, and keep these items safely stored
- Maintains cooperation and positive relations with staff, clients, partner agencies, volunteers and donors, building occupants or tenants, contractors, public officials, and the general public

Minimum Qualifications:
- AA or BA degree in related field or equivalent combination of education, training, and work experience in related field, and/or military service
- Five or more years of progressively responsible related experience in management of facilities
- Three years or more of project management experience is a must
- Good organizational, record keeping, time management, and communication skills
- Must be available occasionally for after hours, weekend and on-call work
- Must have own car, Washington state driver’s license and auto liability insurance
- Must pass Washington State Patrol background check
- Must have proficiency in the use of Microsoft Office software
- Ability to work remotely using available technology such as smart phones, tablets, etc
Preferred Qualifications:
- Black, Indigenous ,and other People of Color are encouraged to apply. Persons who have previously experienced homelessness are encouraged to apply
- Excellent interpersonal skills, internal relations and overall compassion for low income individuals and marginalized populations
- Should have a good list of and relationship with sub-contractors such as plumbers, electricians, appliances and other key trades who can be depended on to support 37 apartments
- Must have a “can do” and “will do” attitude with strong follow through, be pro-active and willing to seek out new projects on own
- Proficiency in a 2nd language is a plus
Contract Requirements:
- This to be a contract position with the initial expected work load to be 24 hours a week
- Pay rate is $40-$50 per hour depending on experience and payable upon completion of projects with submitted invoices and receipts
- Contract will be for one year with opportunity for both parties to review and agree upon one or more extensions
- Mileage reimbursement for Attain business related travel will be at the federal level and submitted with above invoices and receipts
- Free onsite parking at all Attain properties
- Flexible schedule available and some after hours work will be needed on occasion
